The project will run until 2020 and includes 4 phases:
PHASE 1 – IN-DEPTH KNOWLEDGE
The project will generate first hand and in-depth knowledge on energy poverty in Europe which will constitute the contents of the “Vulnerable Consumers and Energy Poverty Report”.
PHASE 2 – VULNERABLE CONSUMERS ENERGY ADVISORS (VCEA) TRAINING
The ASSIST project introduces innovative voluntary energy advisors across the partner countries. The voluntary advisors will be trained in the social, communication and technical aspects of providing energy advice.
PHASE 3 – VULNERABLE CONSUMERS ENERGY ADVISORS (VCEA) NETWORK
The network of over 450 trained volunteers will be available across partner countries. It will provide consumers with increased access to qualified, trustworthy, accessible, and specific advice to support the energy needs of 4500 consumers.
PHASE 4 – ASSIST ACTION, POLICY ORIENTATION
Energy consumers will be supported through an energy efficiency pilot action programme which will provide consumers with advice and guidance to access financial support related to energy efficiency measures, reduce energy bills, and implement energy efficient behaviours.
ASSIST will enable national and European stakeholders to measure household energy needs and target energy efficiency measures to low-income households living in energy inefficient properties.

ASSIST operates on a variety of levels and connects the needs of consumers with decision-makers. The project will enable the direct experiences of vulnerable consumers to be relayed to decision-makers to guide policy making.
Q. What have you enjoyed most about this project?
This project will involve volunteers working within communities: it provides a real opportunity for citizens to support their community and will lead to energy ambassadors at a local level.
